Seems in California, graduated licensing failed

California has released data of a study that shows that graduated licensing does not actually work. What it does is move the age serious accidents occured at.

The study indicates that while accidents amongh 16-17 year olds declined, among 18-19 year olds they increased the same amount. Ooops. Its amount of experience rather than age that seems to matter.

The intention was good, but the data seems to indicate a change in policy … wonder if that will happen?
