Unemployed used as unpaid stewards for the Jubilee. Wot? The tart in the jewels can’t afford the ‘elp?

A contractor who had won the Steward contract for the Jubilee and for the Olympics used unpaid workers to steward the Jubilee festivities as “work experience” to see if they were suitable to work during the 2012 olympics. The word dickensian doesn’t apply here. There were no wages for this. What do we call this? Cameronian? The new “normal”? I can think of a few outraged epithets.
